MediaWiki is the most popular open source wiki creation tool in the world. It is free and open source, and it is what powers Wikipedia.com.

Installation is fairly straight forward if you are familiar with PHP, MySQL, and have shell access. Otherwise you may need assistance from a programmer and/or your hosting provider to get it up and running.

Once installed, MediaWiki is a powerful tool, and can get a little confusing if you are not familiar with how Wikis work. If you are looking for a Wiki-building tool, there is really no competition. If you are looking for a tool to manage a standard commercial website, you should probably look elsewhere.
